3) Recommend that the City Council adopt - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF IRVINE, CALIFORNIA, AUTHORIZING THE ISSUANCE OF NOT TO EXCEED $50,735,000 AGGREGATE PRINCIPAL AMOUNT OF CITY OF IRVINE LIMITED OBLIGATION IMPROVEMENT BONDS, REASSESSMENT DISTRICT NO. 21-1, APPROVING THE EXECUTION AND DELIVERY OF AN INDENTURE OF TRUST, AN ESCROW AGREEMENT, A BOND PURCHASE AGREEMENT AND A CONTINUING DISCLOSURE AGREEMENT AND THE PREPARATION OF AN OFFICIAL STATEMENT AND OTHER MATTERS RELATED THERETO
3. BUDGET ADJUSTMENT AND APPROVAL OF PLANS, SPECIFICATIONS, AND CONTRACT DOCUMENTS FOR VENTA SPUR / STATE ROUTE 133 BICYCLE-PEDESTRIAN BRIDGE (VENTA SPUR BRIDGE) PROJECT, CIP 321701
1) Recommend City Council approve the construction plans, specifications, and contract documents for Venta Spur Bridge Project, CIP 321701.
2) Recommend City Council approve the Engineer's Estimate, Construction Contingency, and Project Funding Summary.
3) Recommend City Council to approve a budget adjustment increasing Developer Contributions by $923,165 and allocated to CIP 321701 Venta Spur/State Route 133 Bicycle-Pedestrian Bridge.
4) Recommend City Council authorize staff to solicit competitive bids and award the construction contract to the lowest responsive and responsible bidder, in accordance with the City's purchasing policies and procedures, within the approved project budget.
4. ACCEPTANCE OF HIGHWAY SAFETY IMPROVEMENT PROGRAM GRANT FUNDS
1) Recommend City Council authorize the Director of Public Works and Transportation to approve and accept a Highway Safety Improvement Program Grant to Prepare a Local Roadway Safety Plan in the amount of $72,000.
2) Recommend City Council authorize the Director of Public Works and Transportation to approve and accept a Highway Safety Improvement Program Grant to construct pedestrian improvements in the amount of $248,162.
3) Recommend City Council approve a budget adjustment in the amount of $320,162 reflecting an increase in revenues and appropriations and establish a Capital Improvement Project to construct pedestrian improvements in the amount of $291,400.
5. CONTRACT BUDGET APPROPRIATION FOR DEMOLITION AT 1851 KETTERING
1) Recommend that the City Council approve a budget adjustment appropriating funds in the amount of $565,358 from the Asset Management Fund.
2) Recommend that the City Council authorize staff to negotiate and award a contract for the necessary work for the demolition at 1851 Kettering in accordance with the City's procurement and competitive bidding procedures
